Reading First Grants are six year competitive subgrants authorized under NCLB.Grants are awarded to Local Educational Agencies for eligible Title I schools to improve K-3 reading programs.

- Poverty Index 40% or higher
- Pass rate of less than 60% on the Spring 2002 third grade
